having in the meantime received the benefits of the Free Passage Scheme, free quarters, and the privilege rate of exchange. liy
recommendation in my above quoted Despatch that he should draw
£270 from the 1st. October, 1916, was based upon the fact that this
date marks the termination of mother triennial period.

With regard to the alleged discrimination
between Mr. Mackay and Mr. Dillon, I may point out that Mr. Dillon,
who is the senior by some ten years in age and three years in
length of service, reached his maximum of £250 in June, 1910, and
has been granted £270 from the 1st. January, 1915.

I am unable to recommend that any action
should be taken in the matter of Mr. Mackay's emoluments.
